Grand Jurors

Number: A minimum pool of Seven Grand Jurors will be necessary to conduct and inquiries.  From the pool, five will be selected and two alternates, to fill in during any vacancy. Each Grand Jury will sit and hear Complaints for six months (alternates will stand in whenever any Grand Jurist is going to be unavailable for a period of time that would affect hearing any Complaint.

Duties:

• The Grand Jury will select a Forman and an Assistant Forman, who will be the point of contact with the Clerk of the Court;
• The Grand Jury will take into consideration any Compliant submitted to them by the Clerk of the Court;
• The Grand Jury may conduct investigation, based upon information submitted, or independent thereof, of any matter brought before them;
• The Grand Jury may take matters before them that are not presented through the Clerk, though they must inform the Clerk whenever any matter is received outside of the normal procedure;
• If the Grand Jury determines that the Complaint is sufficient and the charges warrant, it will prepare an Indictment to present the case to the Clerk for service;
• The Grand Jury may call on any of the Judges to assist them in preparation of the Indictment.

Requirements: Should have a sense of justice and understand that an Indictment is not an indication of guilt, rather, a determination of probable cause for the Jury to hear all evidence from both sides of in the matter. They should be able to work with the other Jurists (within the forum, so that a record of their business is made) to discuss and make a just determination as to the sufficiency of the Complaint, prior to issuing and Indictment.
